**About this guide:** prepared by Elision Technologies from TRAI’s direction of 10 August 2026 on the 1601 numbering series (ref. M-5/11/(1)/2022-QoS), TRAI’s 10 July 2026 clarification on the 140 and 1600 series, and the definitions in the Telecom Commercial Communications Customer Preference Regulations (TCCCPR), 2018. Last reviewed: October 2026. TRAI has said further sectors will be added in later phases, so check the regulator’s site or ask your telecom service provider before treating anything here as final for your business.

**The TRAI 1601 series is a dedicated block of ten-digit numbers that eligible businesses outside banking, finance, insurance and government must use for service and transactional voice calls. Phase I, announced on 10 August 2026, covers utilities and courier and logistics companies.**

If your team calls customers about parcels, deliveries, pickups or failed attempts, the 1601 series changes which number those calls should come from. The direction gives telecom operators 90 days from 10 August 2026 to verify and migrate every eligible Phase I entity, which puts the working deadline at around **8 November 2026**. That date is our calculation from the 90-day window; the direction itself states the window, not a calendar date.

This guide is written for two groups. Courier, express and parcel-delivery companies are directly in scope. E-commerce and D2C brands are not named in Phase I, but their order confirmation, delivery and COD calls sit right next to it, and the way their courier partners call customers is about to change. Both need the same thing: a clear map of which calls go out on which number series, and a dialer that can keep them apart.

 90 days
Window for telecom operators to onboard every eligible Phase I entity 2
Phase I sectors: utilities, and courier & logistics 0
Promotional calls allowed from a 1601 number, by any entity

## What exactly did TRAI direct on 10 August 2026?

The direction is addressed to all access providers, meaning the telecom operators, not to businesses directly. It builds on the Department of Telecommunications’ allocation of the 1601 series for service and transactional voice calls by sectors other than BFSI and government, and it asks operators to roll the series out in phases. In practice, the obligations reach your business through your operator.

The operative points, paraphrased:

- **Who is eligible in Phase I:** utilities (electricity distribution, water, city gas and LPG distribution, and similar providers) and logistics and courier services (courier companies, express logistics firms, parcel delivery providers, and freight and logistics providers that deliver consignments).
- **How numbers are assigned:** only after the operator verifies that the entity is eligible, only as ten-digit numbers, and only after the entity signs an undertaking that it will use them exclusively for service and transactional voice calls.
- **What is banned:** using a 1601 number for any promotional voice call.
- **The clock:** onboarding and migration of all eligible Phase I entities within 90 days of the direction, with operators filing progress reports to TRAI every 10 days and a final compliance report within 15 days of the window closing.
- **What comes next:** TRAI will review Phase I using stakeholder feedback, number utilisation and consumer complaints, and will notify further sectors separately.

Press coverage of the announcement also reported that numbers go to the eligible business itself, not to aggregators or intermediaries. If a calling vendor currently places delivery calls for you on its own numbers, that arrangement needs a second look.

## How is 1601 different from 140, 1600 and an ordinary mobile number?

India now has three designated series for commercial voice calls, and each one carries a different promise to the person receiving the call. Mixing them up is the most common mistake we expect to see during migration.

 | Series | Who uses it | Call types allowed | What the recipient can do |
|---|---|---|---|
| **140xx** | Any registered sender, all sectors | Promotional calls only | Block through DND preferences; calls follow consent rules |
| **1600xx** | Entities regulated by RBI, SEBI, IRDAI and PFRDA, plus government-to-citizen calls | Service and transactional only | TRAI says these calls cannot be tagged, blocked or filtered under TCCCPR |
| **1601xx** | Phase I: utilities, courier and logistics (more sectors to follow) | Service and transactional only; promotional banned | Recognisable as a verified service caller from a non-financial sector |
| **Ordinary 10-digit mobile** | Individuals | Not meant for commercial calling under the 2025 TCCCPR amendments | No assurance the caller is who they claim to be |

The 1601 row is the new one. TRAI’s own reasoning for a separate series is that it keeps important financial and government calls from being lumped together with service calls from other sectors, while still giving those other sectors a trusted identity of their own.

## Is an e-commerce or D2C brand covered by Phase I?

Not by name. Phase I lists utilities and courier and logistics businesses. A brand that sells online and hands parcels to a third-party courier is not one of the listed categories, so there is no basis yet for saying it must move its own calls to 1601.

That still leaves three situations where an e-commerce team is affected:

1. **You run your own delivery or logistics arm.** Some larger sellers and marketplaces operate delivery businesses. Whether that entity qualifies as a courier or parcel-delivery provider is a question your telecom operator settles during verification, so raise it with them rather than assuming either way.
2. **Your courier partners are moving.** Customers will start seeing delivery and failed-attempt calls from 1601 numbers. If your own confirmation calls still arrive from an unrecognised number, the contrast works against you.
3. **Your own calls still need a lawful home.** Promotional calls must already use the 140 series. For service and transactional calls from sectors not yet notified, TRAI has not announced which series applies; it has only said more sectors will follow. Ask your operator what it currently permits for your calls, and get the answer in writing.

A practical reading

Treat Phase I as a rehearsal. The classification work a courier company must do now (which calls are service, which are transactional, which are promotional) is the same work an e-commerce brand will need when its sector is notified. Doing it early costs little and avoids a scramble later.

## Which delivery and COD calls belong on which series?

TCCCPR sorts commercial calls into promotional, service and transactional. The rule that trips most teams up is the mixing rule: under the TCCCPR definitions, a call that carries any promotional content alongside service content is treated as a promotional call. A delivery reminder that ends with “and here’s 10% off your next order” is no longer a service call.

The “likely category” column is our reading of the TCCCPR definitions, not a regulator’s ruling on each call type; where a call sits close to the line, ask your operator.

 | Call | Likely category | Courier / logistics company | E-commerce brand (not in Phase I) |
|---|---|---|---|
| Out-for-delivery or delivery-slot call | Service | 1601 | Confirm with operator |
| Failed attempt / NDR re-attempt call | Service | 1601 | Confirm with operator |
| Address clarification before dispatch | Service | 1601 | Confirm with operator |
| COD order confirmation for an order the buyer placed | Service / transactional | Usually made by the seller, not the courier | Confirm with operator |
| Pickup scheduling for a return | Service | 1601 | Confirm with operator |
| Abandoned-cart or “complete your order” call | Promotional | 140 | 140 |
| Any of the above plus an offer, upsell or new product pitch | Promotional (mixed content) | 140 | 140 |

## What should a courier or logistics team do before the 90-day window closes?

The operator carries the reporting burden, but it cannot migrate you without your paperwork and your dialer changes. This is the sequence we would follow, working back from early November 2026.

### Step 1: List every number your customers see

Pull the caller IDs used across hubs, last-mile vendors and any outsourced calling partner. Teams are often surprised by how many individual SIMs and vendor-owned numbers are in play, and every one of them is a migration item.

### Step 2: Tag each campaign as service, transactional or promotional

Use the table above as a starting point. Pay special attention to scripts that end with a feedback request plus an offer, or a referral pitch; those make the whole call promotional.

### Step 3: Apply through your telecom operator

Expect an eligibility check for the 1601 series and an undertaking that the 1601 numbers will be used only for service and transactional calls. Because numbers go to the eligible entity, not to an aggregator, the application should be in your company’s name even if a vendor runs the calling.

### Step 4: Reconfigure the dialer

Service campaigns move to 1601 series caller IDs, promotional campaigns stay on 140, and the two must never share a campaign. A dialer that sets caller ID at campaign level, and blocks a promotional script from being attached to a service campaign, does most of this enforcement for you.

### Step 5: Retrain scripts and check the recordings

Agents who habitually add “by the way, we have an offer” will turn compliant calls into violations. Sampling recorded calls, or running them through automated speech analysis, shows quickly whether the new scripts are being followed.

### Step 6: Tell customers and watch answer rates

Say on your tracking page, SMS and WhatsApp updates that delivery calls will come from a 1601 number. Then compare connect rates before and after the switch, campaign by campaign, so you know whether the new identity is helping.

## Why does this matter for RTO and failed deliveries?

A delivery call only helps if it gets answered. Missed calls on the day of delivery lead to failed attempts, and on cash-on-delivery orders, repeated failed attempts end as return-to-origin shipments, paid for twice in freight and once more in blocked stock.

The point of a designated series is recognisability: a customer who learns that a 1601 series number means “a real service call about something I’m expecting” has a reason to pick up. That benefit only holds if the series stays clean, which is why the ban on promotional use matters so much. For e-commerce brands, the parallel lesson applies to their own confirmation calls: keep them free of offers, place them from a consistent, identifiable number, and back them with a WhatsApp message so the customer can confirm without answering at all.

## What should your calling platform handle for you?

Most of the compliance risk here is operational, not legal: a promotional script attached to the wrong campaign, a vendor dialling from its own number, an agent going off script. When you evaluate a contact centre or [auto dialer platform](https://www.elisiontec.com/products/auto-dialer-software/) for 1601 readiness, check for these capabilities:

- Caller ID assigned per campaign, so service and promotional calls cannot share a number
- Campaign templates that keep promotional scripts out of service campaigns
- DND scrubbing and consent records for anything going out on 140
- Call recording with search, so you can show an auditor what was said on a given call
- Speech analytics that flags promotional phrases on service calls, such as [AI voice analysis](https://www.elisiontec.com/products/ai-voice-analysis/)
- A WhatsApp fallback for customers who don’t answer, so the delivery update still lands

## Glossary

- **Access provider:** TRAI’s term for a telecom operator that provides voice connectivity; the 1601 direction is addressed to them.
- **Principal entity:** the business on whose behalf commercial calls or messages are sent; the 1601 number is allotted to this entity after verification.
- **Service call:** a call about a product or service the customer already has or has ordered, such as a delivery update.
- **Transactional call:** a call triggered by a transaction the customer made, such as confirming an order or payment.
- **Promotional call:** any call that promotes or advertises a product or service, including a service call that also carries an offer.
- **NDR (non-delivery report):** the courier’s record that a delivery attempt failed, usually with a reason code.
- **RTO (return to origin):** a shipment sent back to the seller after delivery could not be completed.

## Frequently Asked Questions

What is the 1601 series?

It is a TRAI-designated block of ten-digit numbers for service and transactional voice calls by eligible businesses outside BFSI and government. Phase I, from 10 August 2026, covers utilities and courier and logistics companies.

What is the deadline for courier companies to move to 1601?

TRAI gave telecom operators 90 days from 10 August 2026 to verify and migrate all eligible Phase I entities, which runs to about 8 November 2026. Operators then have 15 days to file a final compliance report.

Do e-commerce brands have to use 1601 numbers?

E-commerce sellers are not named in Phase I. A seller’s own logistics or delivery entity may qualify as a courier or parcel-delivery provider, but that is decided by the telecom operator during verification. For other service calls, ask your operator which series currently applies to you.

Can I make promotional calls from a 1601 number?

No. The direction bars every entity from using 1601 numbers for promotional voice calls. Promotional calls belong on the 140 series and must respect DND preferences and consent rules.

Is a COD confirmation call promotional or transactional?

A call that only confirms an order the customer placed reads as service or transactional under TCCCPR. If the same call adds an offer, an upsell or a new product, the mixing rule treats the whole call as promotional.

Can our calling vendor or aggregator get 1601 numbers for us?

The numbers are allotted to the verified eligible entity after it signs an undertaking, and reports on the rollout say aggregators and intermediaries cannot hold them. Your vendor can still run the calls, but the number should be in your company’s name.

What is the difference between the 1600 and 1601 series?

Both are for service and transactional calls only. 1600 is reserved for entities regulated by RBI, SEBI, IRDAI and PFRDA and for government-to-citizen calls; 1601 is for other sectors, starting with utilities and courier and logistics.
